Katie Edwards: Adroddiad y Bartneriaeth Sgiliau Rhanbarthol Gogledd Cymru / Report of the Regional Skills Partnership North Wales

Yn ddiweddar mae Bwrdd Uchelgais Economaidd Gogledd Cymru wedi rhyddhau adroddiad o’r enw Yr Iaith Gymraeg yng Ngweithlu Gogledd Cymru. Mae hwn yn asesu’r sefyllfa gyfoes o ran y Gymraeg yng Ngogledd Cymru, gan ganolbwyntio ar Gymraeg yn y gymuned, mewn addysg, ac ym myd gwaith. Yma, mae un o’r awduron, Katie Edwards, yn sôn am yr adroddiad, ac am ei gwaith fel ymchwilydd.

The North Wales Economic Ambition Board’s Welsh Language at Work in North Wales recently- released report assesses the current situation of the Welsh language in North Wales, focussing on Welsh in the community, education and the world of work.  Here, one of the authors, Katie Edwards, speaks about the report and her work as a researcher.

Mae’r Bartneriaeth Sgiliau Rhanbarthol (PSRh) Gogledd Cymru wedi rhyddhau adroddiad. Mae hwn yn adolygu sefyllfa’r iaith Gymraeg, ac yn cynghori sut mae’r rhanbarth yn gallu cyfrannu at y nod o gyrraedd Miliwn o siaradwyr erbyn 2050. Beth yw’r prif argymhellion?The North Wales Regional Skills Partnership (RSP) has released a report which reviews the Welsh language situation and makes recommendations about how the region can contribute to the Million speakers by 2050 goal. What are the key recommendations?
Ymgynghoron ni ar yr argymhellion yn ystod y digwyddiad lansio ag amrediad amryfal o sefydliadau ledled Gogledd Cymru a gyfrannai at yr adroddiad, fel GwE, Menter a Busnes, Bwrdd Iechyd Prifysgol Betsi Cadwaladr, Alun Griffiths (Contractwyr), Gwasanaeth Bwyd Harlech, Pŵer Niwclear Horizon, ac Ifor Williams Trailers.We held a consultation on the recommendations at the launch event with a diverse range of organisations from across North Wales who contributed to the report, such as GwE, Menter a Busnes, Betsi Cadwaladr University Health Board, Alun Griffiths (Contractors), Harlech Foodservice, Horizon Nuclear Power, and Ifor Williams Trailers.
Pwysleisiodd yr ymgynghoriad fod cyfle clir ar gyfer partneriaid a rhanddeiliaid ledled y rhanbarth i weithio gyda’i gilydd i gyrraedd y nod Cymraeg 2050. Mae rhaid inni rannu esiamplau o ymarfer da mewn hybu a chynyddu dwyieithrwydd. Mae’r adroddiad yn dangos bod esiamplau o fentrau llwyddiannus ar draws gogledd Cymru.The consultation highlighted that there is a clear opportunity for partners and stakeholders from across the region to work together towards the Cymraeg 2050 goal. We need to share examples of good practice in promoting and increasing bilingualism, and the report demonstrates that there are examples of successful initiatives across North Wales.
Mae’r adroddiad Yr Iaith Gymraeg yng Ngweithlu Gogledd Cymru yn canolbwyntio ar dwyieithrwydd mewn addysg, mewn busnes a’r gymuned. Mae’r cysylltiadau rhwng y meysydd hyn yn bwysig; er enghraifft cryn nifer o bobl sy’n colli eu sgiliau iaith Gymraeg pan fyddant yn symud o’r ysgol i addysg bellach wedi cyrraedd 16 oed.The Welsh Language at Work in North Wales report focusses on Welsh and bilingualism in education, business and the community. The links between these domains are important; for example a significant number of people lose their Welsh language skills in the transition from school to post-16 education.
Mae’r adroddiad yn cynnwys un neges allweddol, sef pa mor bwysig yw darparu a hybu cyfleoedd dysgu’n ddwyieithog a thrwy gyfrwng y Gymraeg mewn addysg ar ôl 16 oed i sicrhau y gall pobl ifanc barhau i ddatblygu eu sgiliau dwyieithog. Yn ôl cyfrifiad 2011, 38.9% o bobl rhwng 16 a 19 oed yng ngogledd Cymru sy’n medru’r Gymraeg.One key message in the report is the importance of providing and promoting Welsh-medium and bilingual learning opportunities in post-16 education, to ensure young people can continue to develop their bilingual skills. According to the 2011 Census, 38.9% of 16-19 year olds in North Wales are Welsh speakers.
Sut y bydd y BSRh a’r adroddiad yn dylanwadu newid?In what way will the RSP and the report influence change?
Neges allweddol yn yr adroddiad yw mai pwynt gwerthu unigryw yn y rhanbarth yw cael a defnyddio’r Gymraeg ac yn y farchnad lafur, ac mai sgil gwerthfawr o ran ennill cyflog ydy ar ben hynny. Mae’r adroddiad yn cynnwys tystiolaeth bod cyflogwyr yn cymeradwyo gwerth y Gymraeg yn y gweithle’n fawr, a hefyd yn cefnogi sut mae’n ychwanegu at werth eu busnes.A key message in the report is highlighting that having and using the Welsh language in the labour market is a Unique Selling Point (USP) in the region and a valuable employability skill. The report has evidence of employers strongly endorsing the value of the Welsh language in the workplace and how it adds value to their business.
Sut mae amryw sefydliadau sy’n darparu gwasanaethau iaith Gymraeg, fel Mentrau Iaith, y Ganolfan Cymraeg i Oedolion, y Coleg Cymraeg Cenedlaethol, Coleg Cambria, Prifysgol Glyndŵr, ac yn y blaen, yn gweithio gyda’i gilydd i hybu’r iaith?How do various providers of Welsh language services such as Mentrau Iaith, the Welsh for Adults Centre, Coleg Cymraeg Cenedlaethol, Coleg Cambria, Glyndŵr University and so on work together to promote the language?
Pwysleisiai’r adroddiad fod cyfleoedd o ran gweithio’n gallach yn yr amryw sefydliadau sy’n gwneud ymdrech fawr ac sy’n llwyddo’n dda iawn i hybu ac i ddatblygu’r Gymraeg yn y rhanbarth. Mae’r Bartneriaeth Sgiliau Rhanbarthol wedi nodi bod rhaid hyrwyddo a datblygu cydweithredu rhwng yr amryw sefydliadau. Mae’r BSRh mewn safle dda yn y rhanbarth i allu hyrwyddo trafodaeth a fydd yn rhannu ymarfer da ac yn dylanwadu cyfathrebu rhwng addysg mewn ysgolion, colegau addysg bellach, addysg uwch, prentisiaethau, rhagor o gyflogwyr, a’r farchnad lafur.The report highlighted that there are opportunities to work smarter across the various organisations who make great efforts and have very successful initiatives in promoting and developing the Welsh language in the region. The Regional Skills Partnership has recognised that collaboration between the various organisations needs to be facilitated and developed. The RSP is well placed regionally to be able to facilitate discussions that will share good practice and influence communication between education in schools, FE colleges, HE, apprentices, and wider employers and the labour market.
Beth mae cyflogwyr yn gallu ei wneud i osod yr iaith yn eu busnesau?What can employers do to embed the language into their businesses?
‘Cicdaniad’ yw’r adroddiad, sy’n dangos i gyflogwyr sut mae’r Gymraeg yn gallu gwneud lles i’w busnes. Wedi dweud hynny, mae angen ymdrech fawr i droi’r freuddwyd hon yn realiti, ac i dynnu ymrwymiad o gyflogwyr y rhanbarth er mwyn iddynt i gyd ddod yn gyfarwydd â phwynt gwerthu unigryw’r iaith, ac â’i gwerth ychwanegol, yn enwedig yn y cymunedau a’r diwydiannau nad ydynt yn defnyddio’r Gymraeg yn draddodiadol. Mae hybu a datblygu’r Gymraeg yn flaenoriaeth ranbarthol i’r BSRh yn ein hymdrechion a’n cyhoeddiadau. Rydym ni wastad yn cyfeirio at yr iaith fel sgil sy’n werthfawr ar gyfer ennill swydd, a hefyd fel sgil sy’n gyfartal â’r sgiliau cyflogadwyedd eraill, megis llythrennedd, rhifedd, gallu digidol, arweiniad, gallu datrys problemau, ac yn y blaen.The report is an initial ‘kick-start’ to demonstrate to employers how the Welsh language can benefit their business, but there’s a lot of effort to bring this vision into reality and to get a regional commitment from employers for them all to be up to speed on the USP and added value of the language, especially in the non-traditional Welsh language communities and industries. Promoting and developing the Welsh language is a regional priority for the RSP in our efforts and literature, and we are referring to the language as a valuable employability skill on a par with the other employability skills, such as literacy, numeracy, digital competency, leadership, problem solving, etc.
Pa newidiadau mewn sut y defnyddir y Gymraeg yn ystod y 10 mlynedd diwethaf y mae’r adroddiad wedi sôn amdanynt?What changes in usage of the Welsh language in the last 10 years has the report picked up on?
Yn anffodus rydym ni wedi gweld gostyngiad yn nifer siaradwyr Cymraeg yn ystod y 10 mlynedd diwethaf, yn ôl data’r Cyfrifiad. Fodd bynnag, er y Cyfrifiad diwethaf, bu hefyd sawl menter leol a rhanbarthol newydd, cyfleoedd datblygu, a pholisïau ac ymyriadau gwleidyddol. Felly dylen weld y rhifau’n cynyddu’n araf ond yn gyson tuag at y Cyfrifiad nesaf. Mae fframwaith cryf ar gyfer addysg Gymraeg yn gweithredu’n rhanbarthol bellach, ac mae cyflogwyr yn dweud ei fod yn ychwanegu gwerth yn y gweithle.The last 10 years have unfortunately seen a decline in the number of Welsh speakers, according to the Census data. However, since the last Census there have also been a number of new local and regional initiatives, development opportunities, and political policies and interventions, where we should see a slow but steady increase in the next Census figures. A strong Welsh language education framework is now in place regionally, and there is recognition from employers of its added value in the workplace.
Mae cyflogwyr mawr eisoes yn dangos eu bod yn blaenoriaethu’r Gymraeg fel sgil yn eu polisïau cyflogaeth, yn eu harferion, ac mewn recriwtio. Mae’r cyflogwyr hyn yn cynnwys CEM Berwyn yn Wrecsam, Alun Griffiths (Contractwyr), Byd Zip, Heddlu Gogledd Cymru, a Pŵer Niwclear Horizon (a rhagor hefyd!). Bydd cyflogwyr eraill yn clywed am yr arferion da hyn ac am y llwyddiannau o ganlyniad i sut maent yn defnyddio’r pwynt gwerthu unigryw hwn, ac fe fydd arnynt eisiau gwneud yr un peth. Bydd y BSRh yn dal i chwilio am y fath gyflogwyr i rannu ymarfer da, ac i hyrwyddo ymarferion rhanbarthol er mwyn hybu datblygu’r Gymraeg yn fwy. Un o’r newidiadau allweddol er y Cyfrifiad diwethaf yw datblygu rôl y BSRh mewn cynorthwyo cyfathrebu rhwng cyflogwyr a darparwyr addysg, ac mewn darparu tystiolaeth go iawn i ddylanwadu ac i gefnogi polisïau’n rhanbarthol a thrwy’r wlad.Large employers such as HMP Berwyn in Wrexham, Alun Griffiths (Contractors), Zip World, North Wales Police and Horizon Nuclear Power (and more!) are already demonstrating the priority they’re placing on the Welsh language as a skill in their employment policies, practices and recruitment. Other employers will hear of these good practices and success due to how they are utilising this USP, and will want to follow suit. The RSP will continue to seek out such employers to share good practice and facilitate regional practices to promote further development of the Welsh language. One of the key changes since the last Census is the development of the RSP’s role in bridging the communication gap between employers and education providers, and providing real evidence to influence and complement regional and national policies.
Fel ymchwilydd i’r Bartneriaeth Sgiliau Rhanbarthol, pa fath o bethau rydych chi’n eu gwneud o ddydd i ddydd?As a researcher for the Regional Skills Partnership, what sort of things do you do day-to-day?
Mae ffrwd waith Sgiliau a Chyflogaeth Bwrdd Uchelgais Economaidd Gogledd Cymru (BUEGC) yn cynnwys myfi fy hunan fel Ymchwilydd Cynorthwyol, Ffion Jones, Uwch Ymchwilydd, ac Iwan Thomas, Rheolwr Rhaglen. Mae Llywodraeth Cynulliad Cymru’n ein cydnabod fel un o’i thair Partneriaeth Sgiliau Rhanbarthol yng Nghymru. Mae hyn yn golygu gweithio gyda’n partneriaid a’n rhanddeiliaid i ysgrifennu Cynllun Sgiliau a Chyflogaeth Rhanbarthol, sy’n adnabod y galwadau am sgiliau a llafur yn y rhanbarth ar hyn o bryd ac yn y dyfodol, lle mae’r Gymraeg yn chwarae rhan bwysig.The Skills and Employment workstream of the North Wales Economic Ambition Board (NWEAB) is made up of myself as Assistant Researcher; Ffion Jones, Senior Researcher; and Iwan Thomas, Programme Manager. We are recognised by Welsh Government as one of its three Regional Skills Partnerships in Wales. This involves working with our partners and stakeholders to produce an annual Regional Skills and Employment Plan, which identifies the current and future demand for skills and labour in the region, in which the Welsh language plays an important part.
O ddydd i ddydd, fel ymchwilydd cynorthwyol, rwy’n gweithio ar sawl prosiect gwahanol ynglŷn â sgiliau a chyflogaeth, ar hyn o bryd rwy’n ymchwilio data a gwybodaeth ar gyfer ein Cynllun Sgiliau nesaf.Day-to-day, as an assistant researcher, I work on several different projects relating to skills and employment, at the moment I am researching data and information to feed into our next Skills Plan.
Fel rhywun sy’n gweithgar ddysgu’r Gymraeg, pa ddosbarthau rydych chi’n eu mynychu, a sut rydych chi’n defnyddio’r Gymraeg?As an active Welsh learner, what classes do you go to and how do you use Welsh?
Rwy wastad wedi mwynhau ieithoedd yn fawr iawn. Ro’n i’n astudio Ffrangeg ac Eidaleg ym Mhrifysgol Bangor, ac ychydig o Gymraeg – Ro’n i’n astudio Ffrangeg drwy gyfrwng y Gymraeg am awr yr wythnos, ac roedd hynny yn anodd!I have always loved languages. I studied French and Italian at Bangor University, and a bit of Welsh – I studied French through the medium of Welsh for one hour a week which was difficult!
Ar hyn o bryd, rwy’n dysgu Cymraeg yn anffurfiol yn fy amser sbâr, ac rwy’n cael cyfle i’w defnyddio hi yn y gwaith. Hyd yn oed os bydda i’n sgrifennu dim ond e-bost syml yn Gymraeg, rwy’n gallu gweld bod pobl yn galonogol iawn!At the moment, I am learning Welsh informally in my spare time, and I have the opportunity to use it in work. Even if I only write a simple email in Welsh, I find that people are very encouraging!
